Also, Lacombe resident Jim Harlan won the Democratic primary for the First Congressional District. He will now face Republican incumbent Steve Scalise in the general election in November. With most of the precincts counted late Saturday night, Harlan had 73 percent of the vote, while opponent Vinny Mendoza had 27 percent.
New judges are:

• Division C — Rick Swartz. Swartz received 19,420 votes, or 52 percent; Warren Montgomery had 12,913 votes, or 34 percent; and Edward “Ed” Rapier Jr. got 5,212 votes, or 14 percent.
• Division H — Allison Hopkins Penzato. Penzato received 26,681 votes, or 72 percent, while Stephen “Steve” Yazbeck received 10,134 votes, or 28 percent.
• Division K — Mary Clemence Devereux. Devereux received 19,261 votes, or 53 percent; Mark Jolissaint received 8,926 votes, or 25 percent; and Martha Elliott received 8,168 votes, or 22 percent.
• Division L — Dawn Amacker. Amacker got 27,847 votes, or 73 percent, while Carol Richards Tusa received 10,339 votes, or 27 percent.
Parish residents voted overwhelmingly in support of tax renewals. Proposition 1, a 1 mill renewal for the animal shelter, passed 18,797-11,467, or 62 percent in favor. Proposition 2, a 2 mill renewal with 50 percent going to the Council on Aging St. Tammany and 50 percent to STARC, was approved 18,868-11,290, or 63 percent.
Following are Justice of the Peace and Constable results:
• Justice of the Peace Ward 1: Gregory B. Badeaux (1,148, 31 percent) elected. Runoff between Pat Gottschalck Dedon (810, 22 percent) and Chuck Wohltmann (618, 17 percent). Billy Breland (595) and Wayne Aufrecht (529).
• Justice of the Peace Ward 2: Juanita F. Mizell (1,495) and Tim Garlick (1,456) elected. Johnnie Sanders (653) and Derrick Sharp (495).
• Justice of the Peace Ward 3: Connie G. Moore, 3,218, elected. Jim Moorman, 1,649.
• Justice of the Peace Ward 4: Marie M. Taylor, 4,213 votes, or 33 percent, elected. Runoff between Phillip “Chip” Lynch Jr. 3,028 votes (24 percent) and Susan Leonard, 2,140 votes (17 percent). B. “Frank” Davis, 1,298; Robert “Bob” Green, 1,263; and “Rob” Rouyer, 678.
• Justice of the Peace Ward 5: James “PeeWee: Kahl, 616, elected. Ramon Fonseca, 221.
• Justice of the Peace Ward 8: Tracey Turgeau Powell, 2,808, elected. Sandra Johnson, 1,243.
• Constable Ward 1: Blake Pennington (1,610) and Wally Gottschalk (1,603) elected. Bob Bruno received 503 votes.
• Constable Ward 2: Tilman “Pete” King, 1,265 or 32 percent; runoff between John Thomas Mathies III, 914, 23 percent, and Gregory Byers, 720, 18 percent. Greg Sharp, 644 votes; Ethan Sharp, 413 votes.
• Constable Ward 3: Rick Moore (3,335) and Tasso “Tiger” Taylor III (1,817) elected. Nick Bologna received 1,286 votes.
• Constable Ward 4: Michael Hand, 3,162 or 26 percent, elected. Runoff between Eddie Schmidt, 2,522 (21 percent) and Darryl Taylor, 2,241 (18 percent). Angela R. Johnson, 1,589; Gary Leonard, 1,300; Hew Hamilton, 771; and Ralph Rusca, 619.
Constable Ward 6: Elton N. Jordan elected with 605 votes, or 56 percent over James “Jimmy” Howell, 468 votes.
Constable Ward 10: David M. “Mike” Davis, 546 votes, and Leonard William Lenel, 405 votes, elected. Charlie Heck Sr., 290 and Cynthia Ann Backe, 198.
Other parishwide votes:
• Road Lighting District No. 5 passed, 89-60.
• Sewerage District No. 6 System Sale OKed, 209-165.
• Fire Protection District 3, 10 mills passed, 777-285.
Parish voters also voted for State Supreme Court 1st District Associate Justice and District 1 Public Service Commissioner. There are runoffs in both races.
For Supreme Court, Greg Guidry (45,354) and Jimmy Kuhn (32,890) will be in the runoff. For the PSC, with two precincts still out at presstime, it appeared John Schwegmann would be in a runoff with Eric Skrmetta.
