The St. Tammany Parish Council on Thursday approved a tax election Nov. 4 that asks voters south of Covington to approve parcels fees up to $200 per year for 20 years to finance drainage improvements.

The fees will fund upgrades for the newly created subdrainage district in Northpark Estates subdivision.

Councilman Marty Dean, meanwhile, called for and gained approval to immediately ban any new development in the area.

In other business:

• The parish library board will see a mix of new and old faces heading its reins. The Parish Council on Thursday approved the appointment of David Stefferud, Rebecca Scroggins and Rebecca Taylor to the board. It reappointed Silvia Muller, Argiro Morgan and Barbara Morgan.

• Parish Councilmen discussed briefly the future of a 190-squale-mile quadrant in south central St. Tammany up for rezoning. The land bordered by Louisiana Highway 36 to the north, Lake Pontchartrain to the south, U.S. Highway 11 to the east and Louisiana Highway 59 to the west, is part of a parishwide effort to adopt new zoning codes. The land is the first of five regions to be examined since the process started in 2007.

The measure to approve, however, was tabled until more public input was gathered, meaning it could be approved in December or January.
