Grant provides system to monitor lift stations

Covington will receive a Community Development Block Grant Disaster Recovery Program grant from the state for $266,000 to be used for the purchase and installation of a SCADA wastewater control computer monitoring system for the city’s 60 lift stations.

The grant and the resolutions setting up the management system were discussed at the Covington City Council meeting Tuesday night. Mayor Candace Watkins said the grant has no matching funds, and the equipment will allow the system to be monitored in a proactive manner that can control flow from the plant.

It will also reduce the necessity of visiting each lift station every day to monitor waste.

The council also unanimously passed a number of ordinances as a part of the block grant, including:

• The mayor is authorized to submit an application for the project and sign all assurances required to complete the application.

• Two individuals, Beverly Gariepy, director of administration, and Alisa Faciane, assistant director of administration, are authorized to sign requests for payment and Council Clerk DeeDee McKinnon will certify their signatures; Resource Bank will be the official depositary for direct deposit of grant funds in a separate non bearing account; and Gariepy and Faciane are authorized to sign checks on the LCDBG account.

• The Citizen Participation Plan was adopted.

• The City of Covington Citizen Complaint Procedure was adopted.

• The City’s Procurement Policy was adopted.

• The Residential Anti-Displacement and Relocation Assistance Plan was adopted.

• Steven Michell was appointed as Section 504 coordinator and a Section 504 Grievance Procedure was adopted.

• The Policy Statement for Communicating Information to Persons with Sensory Impairments was adopted.

• Gariepy was named Fair Housing coordinator and EEO Officer.

• A City of Covington Section 3 Plan was adopted.

• Michael J. Chenevert was named Labor Compliance Officer to oversee the labor portion of the contract and will be responsible for all labor law compliance.

All of the above ordinances were adopted as part of the block grant.

In other council business, Councilman Mark Sacco reported the equipment ordered for Hubie Gallagher Park differed from his requests. He also questioned the lack of benches and picnic tables from what was ordered. He and Trey Blackall informed the council that the park is used by adults at least three nights a week, and the donation from the 15th Street Flyers running club requested the picnic equipment.

Gariepy said that picnic equipment was on a different purchase order and not included with the playground equipment.
