Pearl River to fine residents for messy pets

The Pearl River Board of Aldermen on Tuesday ordered pet owners to pick up after their furry friends.

The amendment to a 13-year-old nuisance dog law came by unanimous decision and officially holds pet owners responsible for picking up what their animals leave behind, regardless of whether the pooch is on a leash or running loose. The change comes several months after two women reportedly almost came to blows when one’s dog answered the call of nature in the other woman’s yard.

The police were called to smooth out the situation, and while no citations were issued, town officials were led to consider changing the law to make it more enforceable.

Careless pet owners will first be issued a written warning and then issued a $50 fine upon a second offense. Subsequent offenses can result in a fine of up to $500, with possible jail time of up to 30 days as well.

Other ordinance changes included amending the town’s mobile home and trailer law to allow rental properties in areas zoned R-1 for single-family dwellings. Previously the law required property owners to inhabit trailers or mobile homes placed on their land, but the restriction has now been lifted.

In addition, an ordinance governing the installation of fences was amended to include electric and invisible fences in the definition of standard fencing materials, with warning signs posted on the property for electric fences.

Alderwoman Marie Crowe was absent from the meeting.

    " More important than poop is the number of irresponsible pet owners in Pearl River who do not spay and neuter,who let their dogs run loose only to be killed on the roads,who do not provide their pets with protection from extreme weather,or force their dogs to live on chains.The St.Tammany government should be more concerned with fining and punishing those residents who starve and beat their dogs,dump them in neighborhood ditches,and breed them for fighting,among other horrors. "
