Slidell man busted for dealing heroin

Slidell narcotics detectives arrested a local man Tuesday on charges including possession with intent to distribute heroin and possession of another opiate.

Slidell Police Department spokesman Capt. Kevin Foltz said John J. Andre IV, 25, 802 Asheville Drive, was arrested after detectives had put him under surveillance following a tip to the department’s Narcotics Tip Hotline.

Detectives had Andre’s residence under surveillance, and Tuesday night they were following him to an undisclosed location, where he was to sell heroin to an undisclosed person, Foltz said.

Detectives stopped Andre’s 2001 Mazda after he made a turn without signaling.

Foltz said Andre gave consent to search the car, and during the search detectives found about 16 grams of heroin in 16 separate foil packs, each containing about a gram. Police also found a Suboxone pill, which is a drug used to treat addiction to heroin and painkillers. Foltz said Suboxone is made from opiates.

Detectives took Andre back to his house and while searching the apartment found another Suboxone pill plus a scale and foil paper, which Foltz said are used in the sale of heroin.

Andre was then arrested and charged with possession of heroin with intent to distribute, possession of Suboxone, a Schedule III controlled dangerous substance, possession of drug paraphernalia and failure to use a turn signal and on an outstanding warrant for probation violation. Foltz said the probation violation pertained to a previous arrest for driving while intoxicated.

Narcotic detectives estimated the street value of the heroin at $500.

If convicted, Andre faces up to 50 years in prison, a fine up to $65,000 or both.
