Strain pleads for more money from parish

St. Tammany Sheriff Jack Strain said Tuesday that because of overcrowding at the jail, his department has run out of money, and has asked Warden Greg Longino to come up with a plan by the end of the week that would shut down certain parts of the jail, and to ship prisoners to other jails.

Strain said that his jail is already in violation of federal rules governing the number of prisoners in a jail and that it has become a dangerous situation for the parish.

In a June 17 letter he sent to Parish President Kevin Davis and the entire Parish Council, Strain said the parish has taken away $2 million in funds that he needs to keep the jail open.

To raise money for the jail, Strain has agreed to keep what he calls “profit” prisoners. Those are prisoners from the Louisiana Department of Corrections that are kept in the St. Tammany Jail and the DOC pays the sheriff for their incarceration. However, Strain said with the increase in crime, the jail also has to house pre-trial prisoners, those either awaiting bond or trials. This has caused a crowding problem in the jail. As a result, Commissioner of Courts Dan Foil has had to release prisoners deemed dangerous back on to the streets, Strain said. As of last Friday, Strain said he was holding 668 DOC prisoners, which is a majority of the jail’s 1,192 beds. Right now, the jail is holding 589 pre-trial detainees.

Strain said he is “appealing” to parish officials to help him come up with a solution to the overcrowding problem. He said that he has already cut expenses, and even restructured the number of beds per square foot of space to add more beds, but he said it has not done any good.

“We are at our absolute maximum legal capacity in the jail,” Strain said.

He said that despite a 1/2-cent tax for the jail, the parish has taken $2 million from that fund, much to Strain’s frustration.

However, parish spokesman Suzanne Parsons Stymiest said the parish did not take anything away, but had to cut the parish budget because of decreasing sales tax revenue.

“Our official position is that there is no more money,” Stymiest said.

She said of the parish’s $95 million budget, $87.3 million is already dedicated to public works, the courts, utilities and other expenses, including the jail, which gets $9.7 million. That leaves the parish $10.7 million in the general fund to run the government.

“The money just isn’t there,” Stymiest said.

Strain said that besides shutting down parts of the jail and sending prisoners elsewhere, he suggests the jail not take in DOC prisoners anymore. He said to lower the number of DOC inmates to a “manageable” 500 would cost about $2 million, which could be made up through “an infusion of revenue designed to offset the budget imbalance.”

He said it costs a lot of money to house prisoners in a clean and safe environment. He said it costs his office $2 million a year for medical services, and another $1 million to feed the prisoners.

But he said he does not want to raise taxes or call for a bond issue. He thinks that if he and parish officials sit down they can come up with a solution.

“This is getting to be a serious problem and is it a priority issue,” the sheriff said.

    " Florida Resident, you cannot blame law enforcement for the results of the court hearings and/or results. If anything applaud their behavior and professionalism for charging and arresting those involved with the murder.
    I understand your position on the jail releasing people and REFUSING arrestee’s brought to jail.
    I am aware of one incident when the police brought an individual to jail for continually breaking into the hospital and begging for medication and being forced to leave. Police bring him to jail and the jail outright refused to accept him. State law requires the inmate to be accepted unconditionally. "

    " In December 2004 a young man was murdered in his front yard, one accused person has received his sentance, but the other accused (female) has never gone to trial. 4 years, 7 months later and no justice has been served in her involvement. Have the law enforcement activities been hampered because you have not enought room for this accused to still be in jail waiting for the trial??? Unfortunately victims cannot always know the real reasons the law takes sooooo long to bring a closure. regardless of their crimes, each person deserves adequate food & shelter. "

    I agree with Jack expanding his fleet of vehicles and equipment. Only to say that he should be living so lavishly and then asking for money in return because he cant pay the bills.

    I say no to Jacks request for money. He can find it else where. He sure did a good job on forcing the Mayor of Covington to find money for her Police Officers. "

    " First the reason the jail is so cold is for sanitary reasons. It also keeps the inmates calmer. Statistically they fight more often when its hooter in there. As for the officer smoking, SO WHAT.
    If you do the math it is normally 100 inmates to 1 officer. The officers don’t have time to hear about ones headache and so on. You do the crime you do the time.
    Their conditions could be better at times, but as a whole they make them worse. Destroying their bedding, clothing, and other personal items they are allowed to have. "

    " As a Preacher I visit the jail often and the conditions are already deplorable. The place is dirty, the officers seem lazy and unwilling to help the prisoners. I personally saw an officer take at least 6 cigarette breaks in the two hours I was there. The prisoners are kept in freezing holding cells overcrowded, with a blanket for only a few hours a night as they lye on concrete if there is room to lye down. The food looks almost inedible and all the inmates get for supper is a bologna sandwich. The place is unfit for humans. God "

    " Maybe try to cut expenses like a normal household would...turn off unnecessary lighting, turn the thermostat up, maybe have cold-cut sandwiches instead of hot prepared meals, turn off the cable, temporarily stop take home vehicles to save on gas the parish buys. Look for litte things from multiple areas that would add up to the money needed, that way no one area would feel slighted. "

Putting them in a jail cell with murders, robbers, & rapists for years isn't going to cure their drug problem. If you put some of these drug addicts in rehab or a halfway house, you would eliminate a good bit of the overcrowding!! "
