Mandeville Council makes small roll back in millage for 2009

The Mandeville City Council voted Thursday night to roll back its property millages slightly, but the city is still expected to bring in more property tax revenue in the coming year thanks to new development.

The millage rate will go from 16.07 in 2008 to 16.00 in 2009.

Millages dedicated to the police and general funds will not change, but a millage dedicated to pay back bonds was rolled back from 2.5 to 0.8.

Finance Director Milton Stiebing said this rate is flexible and can be rolled forward or back depending on how much money is needed to make the bond payments in the coming year. It was first approved in 1994 at 3.55 mills and has been decreased since then.

The other two property tax millages levied by the city, 7.36 mills for general operations and 5.08 for the police department will stay the same as they were in 2008, when they were rolled back from 7.81 and 5.39.

Stiebing said while the city is bringing in more property tax revenue thanks to new development, he does not foresee it rolling back either of those two millages until the next reassessment year in 2012.

According to numbers provided by to the city by the assessor’s office, the city’s total assessed value for 2009 is 172 million. That is up slightly from 167 million last year.

Stiebing said he feels this in not due to an increase in property assessments but rather is a result of new buildings being built in the city.

The upscale Chenier apartments on U.S. HighWay 190 and its accompanying retail establishments, offices and restaurants were added to the tax rolls this year. Stiebing said he feels that project alone will make most of the difference in the property taxes to be collected.
