PUBLIC NOTICE LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY (LDEQ) SOUTHEASTERN LOUISIANA WATER & SEWER CO., LLC PREFERRED EQUITIES WASTEWATER TREATMENT PLANT DRAFT WATER DISCHARGE PERMIT The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Southeastern Louisiana Water & Sewer Co, LLC, Preferred Equities Wastewater Treatment Plant, 350 North Causeway Blvd, Mandeville, LA 70448. The facility is located on Commerce Blvd, east of Hwy 59, north of I-12, south of Abita Spring, St. Tammany Parish. Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit. The principal discharge from this existing source is made into Little Creek, thence into Ponchatolawa Creek, thence into the Tchefuncte River, waters of the state classified for primary contact recreation, secondary contact recreation, propagation of fish and wildlife and outstanding natural resource water (tributaries are not designated as outstanding natural resource water). Under the SIC Code 4952, the applicant proposes to discharge treated sanitary wastewater from a privately owned treatment works serving the Grand Maison Subdivision and other commercial users. During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur. Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this permit action may be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313. Written comments and/or written requests must be received by 12:30 p.m., Tuesday, December 22, 2009. Written comments will be considered prior to a final permit decision. If LDEQ finds a significant degree of public interest, a public hearing will be held. BE IT RESOLVED by the City Council of the City of Slidell (the "City Council"), as governing authority for the City of Slidell, State of Louisiana (the "City"), as follows: SECTION 1. That the City Council does now proceed in open and public session to examine the official certified tabulations of votes cast at the special election held in the City on October 17, 2009 (the "Election"), to authorize the incurrence of debt and issuance of general obligation bonds payable from ad valorem taxes therein, said tabulations having been prepared and certified by the election officials serving at the designated polling places, and the City Council does now further proceed to examine and canvass the returns and declare the result of the Election.
