PUBLIC NOTICE Introduced February 9, 2010, by Councilman Hicks, seconded by Councilman Cusimano, (by request of Administration) Item No. 10-02-2839 ORDINANCE NO. 3561 An ordinance authorizing the Mayor to execute a lease with World Winds, Inc. for a portion of the premises at 1010 Gause Blvd. WHEREAS, Ordinance 3397 adopted on May 8, 2007, authorized the Mayor to execute a lease for a portion of the premises located at 1010 Gause Boulevard with World Winds, Inc.; and WHEREAS, the lease authorized by Ordinance 3397 expired and World Winds, Inc. has remained a tenant in the premises on a month-to-month basis since the expiration; and WHEREAS, the City and World Winds, Inc. desire to enter into another lease for the premises for a period of 36 months, to May 31, 2013. PUBLIC NOTICE CITY OF MANDEVILLE REQUEST FOR QUALIFICATION STATEMENTS The City of Mandeville is herby soliciting the submittal of a Statement of Qualifications (City of Mandeville Professional Services Questionnaire) from persons or firms interested and qualified to provide professional engineering, architectural, and construction administration services pursuant to the City of Mandeville's capital improvement projects on an as-needed basis. Deadline time and date: 4:30 p.m., March 25, 2010. General The firms submitting a Statement of Qualifications (which includes the Professional Engineer and Related Services Questionnaire) must identify all sub-consultant firms which they expect to use in providing professional services, and submit a Statement of Qualification for each sub-consultant firm. Scope of Service Services solicited include, but are not limited to the following: Roadway Design and Analysis Sewer Treatment and Collections system design and analysis Water Treatment and Distribution System design and analysis Drainage collection and pump station design and analysis Hazard mitigation plan updates and related hazard mitigation projects Building Reconstruction New building construction Levee design Flood control design and analysis Recreational projects Pier and marina design and analysis Construction management Landscape engineering Minimum Requirements for Selection: The persons or firms under consideration shall have at least one principal who has at least five (5) years experience in the fields of expertise required for the project. The persons or firms under consideration shall have at least one principal who is a registered professional civil engineer who shall be registered as such in Louisiana with a minimum of five (5) years experience in the disciplines involved. The persons or firms under consideration must employ, on a full-time basis, a minimum of one (1) registered professional engineer in the State of Louisiana with a minimum of ten (10) years of experience in the field of this particular project. A brief resume of this individual's experience and qualifications must be provided in the Statement of Qualifications. This requirement may be met through the use of sub-consultant(s). Evaluation Criteria State of Qualifications will be considered by City's Technical Evaluation Committee at scheduled review conferences at Mandeville City Hall. The following criteria, listed in order of importance, will be used to evaluate each firm submitting a Statement of Qualifications: 1. Professional training and experience, both generally and in relation to the type and magnitude of work required for the particular project - 25 points. 2. Capacity for timely completion of the work, taking into consideration the person's or firm's current and projected work load and professional and support manpower - 15 points. 3. Past performance by the person or firm on public contracts, including any problems with time delays, cost overruns, and/or design inadequacies in prior projects for which said person or firm was held to be at fault, as evidenced by documentation - 15 points. 4. Location of the principal office where work will be performed, with preference being given to persons or firms with offices located in the City of Mandeville - 15 points. 5. The size of the firm based on the number of personnel, as related to project requirements and/or scope - 10 points. 6. An analysis of any work by the person or firm submitting which resulted in litigation between the public entity and the person or firm performing professional services, including but not limited to ongoing litigation with the public entity or involvement in litigation with a public entity in which the public entity prevailed - 10 points. 7. Past and current professional accomplishments, for which references from clients or former clients and information gathered by inspection of current or recent projects may be considered - 10 points.
